"You know how to whistle, don't you, Steve?

You just put your lips together and blow."

Thank you, Lauren Bacall. 

So, when you're trying to play a 3/8" diameter tube as a flute, it helps to purse your lips into something like a 3/8" diameter hole, rather than have them sort of flat and wide.  It helps a lot!

EDIT: Or, you know, I could be actually whistling.  *facepalm*
